Security sector reform (SSR) is a concept that first emerged in the 1990s in Eastern Europe. While there is no single globally accepted definition, SSR generally refers to a process of reforming or reconstructing a state's security sector. Basically security is needed because countries in transition, post-conflict situations and sometimes developed countries need protection from dictators, radicals and dangerous criminals who would take advantage of the country. Established countries like America, England and France do not have to worry about needing additional help in terms of security as much as countries like Liberia, Turkey, Nigeria etc. Transition situations tend to need it more due to civilian anger and/or rebellion, for example in North and South Korea. I believe the best way to reform the security sector within societies is to look to the superpowers of the world. By looking at the history of larger countries and how they have overcome certain obstacles, countries with the same problems should learn from their mistakes. As the University's main library states, “those who do not know history are doomed to repeat it.” George Santayana. For reference, think about when Britain tried to force its army into the American colonies to ensure things were done to the king's pleasure. The same could be said for many countries that are trying to gain independence but are heavily influenced by other countries around them. Answering the question of how to integrate security reforms into societies means asking for help and trying not to repeat the past.
