The causes of both these problems are very similar and are well related to each other. If they, the government, can influence the need to send military to fight terrorism, then they can also implement new security policies and regulations, and claim that this is due to the terrorist threat. It also works if an attack occurs on American soil, such as 9/11 and the Boston Marathon bombing, where the United States can tolerate tighter security measures, and the public almost demands that we use our military to avenge those killed in the war.
