The Gardeners are a religious group who were trying to survive the "Waterless Flood", or the destruction of the human race which according to their religion was the result of human corruption rather than a higher power's decision to sweep away and repair humanity. The waterless flood is a reference to the biblical story of Noah's Ark in which God sends a flood to wipe out the human race for living immorally.
