This essay will explain the definition of bureaucratic control and some changes happened on it as management techniques change. We will first illustrate how control changes as management moves towards managing human relations. Then, control changes as empowerment is imposed on management and workers become self-managed. However, no matter how much the bureaucratic controls have changed, the controls or rules always exist. I will begin the definition of bureaucratic control with Weber's bureaucratic organization. According to Weber, bureaucracy is most efficient where workers all work in an "ideal" situation. One of the characteristics of bureaucracy is that there are well-developed rules, procedures and hierarchies in the company, what the worker does is finish the work, solve problems and behave following these rules (Akrani 2011). This is what we called a bureaucratic control system. Droege(nd) states that bureaucratic controls have levels of authority, people such as upper level managers have the right to establish rules and procedures. In a word, bureaucratic control can be defined as organizations' control over workers through defined policies, rules, hierarchies, rewards, or sanction systems to achieve efficiency (Ganly 2010). Therefore, bureaucratic controls clarify how to behave in an organization. However, it removes the worker's discretion, lacks creativity and adaptability, established formal rules are the things you have to follow. Furthermore, what Weber considered the “ideal” situation is difficult to achieve since workers sometimes resist the rules. Therefore, there are some developments and changes made on it.
