The Federalists' belief was to have a strong central government, which today can be considered the Democratic Party. Back then the Anti-Federalist idea was to have a strong state government, which in this case is considered today's Republican Party. No matter what kind of names they had or have, their beliefs are considered the groups involved in this contract. So you have one party that wanted a strong national liberal government and the other party that believes in a strong state conservative party.
