Since ambition is human nature that cannot be changed, Madison suggests that the government should convert ambition positively, that is, use it to control each branch to prevent abuses of power. He states: “In this, as in all other cases, defense measures must be commensurate with the danger of attack. Ambition must be created to counteract ambition.” So, to avoid factional violence, Madison proposes that the U.S. government use the separation model
