I say this because it is very clear that there is no single ruler of the world and that there is no institution that applies the laws in the entire international system. Neorealism recognizes the power struggle between states, but not in the animalistic way that realism sees. I do not believe that human nature is innately evil and for this reason all states act rationally trying to overwhelm each other. I believe the reign of anarchy creates an environment that promotes conflict over conflicting values or laws. Each state has its own set of laws that may or may not accord with another state's laws and culture. Anarchy in the international system forces realist theory to focus on the absolute benefits of conflict and how necessary it is to engage in conflict with another state (34 Walt).
