Government, which holds the power to govern, is the name of the system. Governments embody power by regulating people's bodies, movement, attitudes, and forms of daily behavior. Governments perform these tasks: regulate the population, govern the people, control and direct them. Governments believe that most problems arise from these characteristics; population, public health, housing, lifespan and fertility. Governments have 3 forms. The first is sovereignty, and sovereignty separates the government area from the social area. The power of government consists in respecting and enforcing the law. The most important way to enforce the law is to define crime and punishment through laws. The second is discipline. The discipline, which is improved through techniques of supervision, control, decomposition, spatial regulation, classification and rationalization, carries out a definitive standardization and reveals bodies that can be managed according to the rules. The third form of government is security. (Foucault,1992; Gambetti, 2009; Karakayacı ve Kurtarır, 2006) Since governments want to maintain their existence, they need declarations that legalize their forms of existence. For example; Faith "Kut" in the former Turks. When Fatih Sultan Mehmet wanted to conquer Istanbul, he took Hz. Muhammed's sayings as reference. The kings were blessed by the holy father and the kings implied that they were chosen by God. These are examples of legalization of law enforcement by the government. Governments use education to spread their ideology, because government areas produce information and fuel governments. Foucault's hospitals, dormitories, educational institutions, factories, workplaces and prisons are seen as the most important elements... middle of paper ......bottom. As the government has invested in Imam Hatip High Schools and Ottoman Turkish and Arabic courses, their importance has increased. As Gramsci says, the selection of the ruling class ensures everything, especially education, because information is the most important tool for increasing the effectiveness and permanence of the ruler. Political power produces and uses the monopoly of information and this is the resource of educational power. Information is a tool that regulates and transforms people. For this reason, all information transfers and implementation processes feed into and are shaped by the government hierarchy. Information sovereignty means government sovereignty. Education and ideology are the closely related tools with which political power restores categoricality and bliss to its legitimism. (Çetin, 2001, s. 208).
