No matter how experienced a driver thinks he or she is, under no circumstances should he or she text while driving. Prevention plans are in place to avoid fatal accidents due to cell phone use while driving. New York has opened texting zones where users have a designated place to pull over and use their phones (“Drive Smarter and Safer”). If every state had texting zones on highways, it would stop the urge to look at the phone every time the user gets a notification. All the apps people have on their phones could receive a notification every two seconds (Department of Transport). It probably won't make everyone stop when they get a notification, but it will bring the numbers down. Simply having people stop at a rest area, not only to get snacks and gas, but to use their phones, would prevent fatal accidents. Maryland also has a law in effect. It's called “Jake's Law”. The Jake Law provides for a fine of five thousand dollars or up to one year in prison for those involved in a fatal accident ("Driving Smarter and Safer"). The Senate took this seriously and since the Jake Law came into force the road fatality rate has decreased. All states and cities must pass and strictly enforce “Jake's Law.” It is a law that has proven itself in reducing the rate of fatal accidents. If users were to be
