Global Use of English in the Contemporary World Colombia's school curriculum has been challenged by various types of reforms for the introduction of foreign languages such as French , Italian, German and English. . (Anne-Marie de Mejia, 153p.) According to General Education Law 115 (1994), Colombia's education system should consist of at least one external language. In 2006, the English language was acquired to achieve this purpose. (Gabriel Vicente Obando Guerrero, 182p.) The National Ministry of Education (2006) explains the current resolution as the opportunity to consolidate the country on the path of cultural frankness, global communication and the world economy. Since many English implantation programs had been launched at that time, a distinct denotation of the term “bilingualism” consequently appeared, which directly emphasizes English-Spanish bilingualism. One of the most long-lasting programs inoculated by the Colombian government, which is expected to bring great results, is the “Programa Nacional de Bilingüismo” (Colombia's National Bilingual Program). It is complemented by the president's project called “Educational Revolution” and is expected to change the teaching approach in this country. There are 5 fundamental objectives to be achieved: 1) improvements in the English teaching and learning system; 2) continuous assessments of the communicative adequacy of students and teachers; 3) support teachers in their professional growth; 4) involve new media in teaching English; 5) amalgamate bilingual and trilingual standards across all the different ethnic networks in Colombia. (Cely, 2007 cited in Jaime A. Usma Wilches, 2009). Although this program seems appropriate, there is a significant drawback that caused much debate... at the heart of the paper... was that English as a language used throughout the world can bring Colombia into the global market system. Furthermore, it is the key point of creating a new forgiving society that will be sincere towards culture. (Anne-Marie de Mejia, p.153). This means that the future Colombian generation will be able to recognize and show respect for other cultures. There are some problems in the Colombian education system, caused by misunderstandings between the government and academia. However, the Bilingual Program, which is based on English-Spanish bilingualism, is capable of improving the current state and bringing many benefits to cultural growth and economic status. By implementing relevant educational policies, the government will be able to successfully implement the Programa Nacional de Bilingüismo until 2019, which will help bring the country to an internationally competitive level..
