IntroductionThe development of a human rights policy in the EU has been a long and often undocumented journey. The sectoral approach of the Treaty of Paris establishing the European Coal and Steel Community (ECSC) in 1951 had an economic and functional intent, lacking a declaration of fundamental rights, as seen in national constitutions. It was only at the Nice Summit in 2000 that the European Union first adopted a written charter, the Charter of Fundamental Rights of the European Union, which explicitly states and guarantees human rights in the European Union. The EU's documented human rights policy before 2000 can be seen in two main ways:1. Internally, through the jurisprudence of the European Court of Justice (ECJ)2. Externally, through enlargement and trade/development policy. The Charter was an attempt to formally consolidate and consolidate not only the EU's internal and external human rights policies, but also material from a wide range of other human rights initiatives, as common institutional traditions ( from national policies, constitutions), various awareness-raising conventions, international activist groups and NGOs. OverviewThe aim of this document is to establish an effective analysis of the human rights policy of the European Union. Having established the context of human rights policy within the EU, the application of Article 23 of the EU Charter of Fundamental Rights through domestic jurisprudence, trade policies and enlargement is illustrated using case studies historians. The application part of this article will look at a court case of the French national government, the EU's trade policy with the Middle East, and issues related to Turkey's accession to the EU.
