Outcome-based education is basic education distinct from mainstream education and involves full support from all parts of the educational society, including educators and stakeholders who do not they spread a general understanding of its meaning. It is truly the result of linking together and refining many of the previous educational models. With OBE, students focus on what they need to learn, knowing the results in advance. They are encouraged to develop conceptual understanding, develop wisdom skills, and develop positive values and attitudes in contrast to the previous curriculum which emphasized factual recall resulting in rote learning of unrelated “facts.” Therefore, in this article, I should express the following important points: definition, form of OBE, OBE in different countries and its model. There are many explanations that have been given by experts regarding the definition of outcomes-based education. They have a different point of view about it, even the goals were similar. The following expression explains the definition:1. O'Neil (1993) states that outcomes-based education requires determining the skills, knowledge, and habits of mind that students should be able to demonstrate to prepare for life after graduation. Furthermore, O'Neil (1994) divides OBE into two levels, specifically in the one level, OBE states that decisions about curriculum and instruction should be guided by the outcomes children are expected to show at the end of their educational experience. And at the next level, politicians are increasingly talking about creating a results-oriented education system that would redefine traditional approaches to accountability.2. Zlato (1993) defines OBE as a philosophy that all children... center of paper... all skills are very important to the student's development. Transformative, in this term the outcome of education will be guided from academic reality to authentic life and students will have an experience once they graduate. Spady and Marshall (1992) explained in contrast to the current education system and traditional OBE by incorporating all four principles into its design, namely: (1) clear focus on meaningful outcomes, all aspects of the program are aligned to achieve the exit result; (2) Design process from results, ensure that objectives are the main focus; (3) The emphasis is on success for all, which means that all students must achieve high levels of performance over time and receive credit for it; and (4) Extended Time and Support: All students are provided additional time and help so they can successfully demonstrate achievement.
